Vacuumd is responsible for database clean up, but is also in charge of the SQL alarm correlation engine, eg it terminates alarms when the corrresponding clear is received. Also manages the gory details of Trouble ticketing integration. Can also generate correlated events.

In OpenNMS 1.3.10, the ability to run SQL actions outside of a transaction was added.
